Rules

Harry Potter quickly learns that the Wizarding world has laws and rules that are often different from the Muggle world. Hogwarts has its own set of school rules. After the trio returned from the Chamber of Secrets, Minerva McGonagall said, "Very well, so you found out where the entrance was - breaking a hundred school rules into pieces along the way. [COS18]" Actually, we only know only some of the school rules.

· First-year students are not allowed to have broomsticks [PS/SS5].
· Students are allowed to have an owl, a cat, or a toad, but this rule doesn't seem to be strictly enforced - Percy and Ron Weasley had Scabbers, a rat, and Lee Jordan had a giant tarantula [PS/SS5].
· Students cannot enter the Forbidden Forest, except for detentions with Hagrid or the occasional Care of Magical Creatures lesson [PS/SS7, 15; OP11, 21].
· Students cannot use magic in the corridors between classes [PS/SS7].
· [One year only] The third-floor corridor on the right-hand side is out of bounds [PS/SS7].
· Snape said students couldn't carry a library book out of the castle - but he probably just made that rule up [PS/SS11].
· Fighting is against school rules [PS/SS12].
· Students were to remain in their common rooms and dormitories at night [PS/SS15].
· Students are not to use magic over the school holidays [PS/SS17].
· Students are to take the train to Hogwarts - not a flying car [COS5].
· Don't dirty the castle [COS8].
· Students need a slip signed by teacher to take out books of the Restricted Section in the library [COS9].
· Students should not steal potion ingredients from Snape's office - nor should they make dangerous potions, such as Polyjuice Potion [COS11, 12].
· First and second-year students cannot visit Hogsmeade; third-year and older students need a signed permission slip to visit the village [POA1].
· Students should not speak up (at least in Snape's class] unless called upon [POA9].
· Students must be 17 years old and have a license to Apparate [GOF6].
· Argus Filch has a list of objects forbidden in the castle; it can be viewed in his office if anybody would like to check it [GOF12].
· Never attack an opponent when his or her back is turned (as Mad-Eye Moody said) [GOF13].
· Never use the Unforgivable Curses on a Muggle, witch, or wizard [GOF14].
· Love potions are against Hogwarts school rules [GOF27].
· Boys not allowed in girls' dormitories; according to Hogwarts, A History, the founders believed that girls are more trustworthy than boys [OOTP17].
· Only fifth-year and older students are allowed to be out in the corridors until nine o'clock [OOTP18].
· Do not eat food in the library - especially chocolate Easter eggs [OOTP29]
· The Wizarding Examinations Authority sets rules for the OWLs and NEWTs, and all aids to magical cheating are forbidden [OOTP31].
· Don't wear Muggle clothing in Hogwarts [HBP8]
· All Weasleys' Wizard Wheezes joke items are banned [HBP8, 15]
· Do not be out of bed after hours [HBP8, 17]
· Always be respectful to your teachers [HBP9]
· The potion Felix Felicis is a banned substance in sporting events, examinations, and elections [HBP9]
· Thieving is not tolerating at Hogwarts [HBP13]
· No Dark Magic objects are allowed into Hogwarts [HBP12, 15]

The Harry Potter series deals with many complex issues, and one of those issues is the necessity for rules and laws and the punishments for breaking them.
Percy Weasley and Barty Crouch Sr. fanatically abide by the rules and are rather held up to ridicule for it. After Harry and Ron saved Hermione from the troll, she "had become a bit more relaxed about breaking rules … and she was much nicer for it" [PS/SS11]. Harry Potter himself is not exactly a model student; he has "a certain disregard for rules" [COS18]. However, when Harry does break the rules, he often worries about his justification for doing so.

In addition, other adults in a position of authority, even if they are "the good guys," are shown to break rules or laws:

Professor Minerva McGonagall is a stern, strict witch with little patience for students who do not follow the school rules (unless it's the Gryffindor Quidditch team - she broke school rules by allowing Harry, a first-year student, on the team and then purchasing a broom for him).

Cornelius Fudge told Harry that he wouldn't be punished for blowing up Aunt Marge, but a few minutes later when Harry asked Fudge to sign his Hogmeade form, Fudge said, "No, I'm sorry, Harry, but rules are rules." Fudge also sent Hagrid to Azkaban without a trial and later gave permission for the dementors to kiss Sirius Black without a trial.

Arthur Weasley is "crazy about everything to do with Muggles. … He takes it apart, puts spells on it, and puts it back together again. If he raided our house he'd have to put himself under arrest" [COS3].

Severus Snape threatened Harry with Veriterserum, a truth potion only to be used under strict Ministry guidelines [GOF27].

Remus Lupin and Sirius Black were about to kill Pettigrew until Harry stopped them [POA19].
